Motivation：
The kvrocks is propular kv store system. But the don't have complete controller system that implement create,scale up, cacle out features etc...

Goals:

1. Support kvrocks cluster mode.
2. Optional proxy support, for example predixy.
3. complete controller system feature：create\destory, HA, scale up/scale out, migrate, upgrade etc.
4. supporting cross-AZ node distribution

If I were to implement this functionality, where would I start? Could anyone give me some guidance?
