There is uwin-base.2012-08-06.win32.i386.exe within FireCMD installer, but I doubt that's the latest. Also most uwin installer that I found are base(shell) only, no perl and others.

@cxzstuff note that if you actually were to hit download, the downloads were hidden behind an HTTP authorization page so it wasn't archived because the crawler from IA can't handle those.
I stand corrected; it turns out the asterisk didn't show as part of the link, but adding the asterisk to the end then filtering by .exe works in showing all of the links. Apologies.

Instead, here's an actual link to the UWIN installers that were actually archived from the site by hand.
These are both uwin-base.2012-08-06.win32.i386-64.exe and uwin-base.2012-08-06.win32.i386.exe as well as another installer from 2007, and an ancient version of bash and GCC in tar.gz form.
