Reprocess starts two executions of step functions

Describe the bug
When there is a failed process( with 500 plus pages, and above 40MB's), after making configuration changes, when we reprocess. It will fire two executions of the step functions.

To Reproduce
Just reprocess a failed execution of above 40MB document upon failure.

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Does it only happen on 'reprocess', or does it also happen on initial file upload as well @awsuresh2 ?

I observed only during reprocess, initial uploads didn't fire multiple step function threads.
