apigateway get-domain-name and create-base-path-mapping is failing for private api custom domain

Describe the bug

I am able to create custom domain for private api from console but cli is failing as apigateway get-domain-name and apigateway create-base-path-mapping are failing with error.

Regression Issue

Expected Behavior

apigateway get-domain-name should return custom domain name object
apigateway create-base-path-mapping should create a base path mapping for the private api

Current Behavior

failing with error message

Reproduction Steps

create a private api and create a custom domain for private api. Now try mapping api to the domain by creating a base path using aws cli
