AWS CLI V2 fails to install on macOS v2.30.3 (no Rosetta)

Continuation of #9718 (comment) and #7252.

Regression Issue

Expected Behavior

AWS CLI V2 should successfully install on macOS.

Current Behavior

Reproduction Steps

1. Download the latest https://awscli.amazonaws.com/AWSCLIV2.pkg
2. Install for User only
3. Default installation location (local)
4. Errors out as in the screenshot above.

It will be nice to keep the issue open until someone can confirm a successful installation. I hope that is not an inconvenience.

Hi @technologytailor, could you try "Install for all users of this computer" and let us know if that works? This appears to be similar to a permissions issue tracked in #5208.
