docs: Add reference documentation content to older versions

Resolves the issue where the Reference section navigation menu was empty in older versions on bazel.online. The docs.json already had Reference navigation configured for versions 6.5, 7.6, 8.0-8.4, but the files those navigation links pointed to were missing. This adds all required reference files (Build encyclopedia, Command line reference, Query Language, Flag cheatsheet) to versions 6.5.0, 7.6.1, 8.0.1, 8.1.1, 8.2.1, 8.3.1, and 8.4.2. Also adds query/language.mdx and reference/flag-cheatsheet.mdx to HEAD.
