FR: Public JSON interface to list all modules

It would be nice to have a public JSON interface to list all modules, for use cases where the module list should be available programmatically. Right now there is https://registry.bazel.build/_next/data/7vtQcEro0WnrF1KHS0nZE/all-modules.json, but it's internal. It would be great to have https://registry.bazel.build/all-modules.json with a similar schema.

Some rough thoughts: In the current architecture, where we are doing a full rebuild of the whole site and metadata for every commit, the all-modules.json is rather a side-effect of how we generate things, and rather an artifact that we would like to get rid off 😅 . So for the future I think that might possibly go away, unless we are doing a bigger architectural switch in general (e.g. dynamic generated pages with a server for such metadata that can be incrementally updated).
