bzlmod is not encouraged by the extension

Bzlmod is default now in Bazel 8. However the extension is not supporting bazel project with no WORKSPACE file.

@Boomshakalak what plugin version do you use? How do you open the project, so you see the requirement for WORKSPACE file?

The latest bazel plugin, and I am following the bazel 8 convention. I removed WORKSPACE file.

Interesting, I removed my WORKSPACE file and it works without problems
