Description
Description of the bug:
I have the following configuration:
Windows 11 with Clion 2025.2 EAP 252.21735.27
WSL 2.5.9.0 running Ubuntu 24.04 and Bazel 8.2.1
The lastest version of CLion 2025.2 EAP has a new plugin API version (version 252). As the released versions of the Bazel plugin for Clion does't support this API version I have cloned the latest version from github and performed a local build of the plugin, commit ID = e3fab02 (2025-6-16) with the cmd":
bazel build //clwb:clwb_bazel_zip --define=ij_product=clion-oss-latest-stable
I can install the plugin without problems in Clion running on Windows, using the option "Install plugin from Disk" When I start a Remote Development project I am also able to install the plugin without problem in the "Host".
Clion reports however a problem for the Plugin running in the "Client":
'Bazel for Clion' requires 'com.intellij.modules.clion' to be installed
The "Host" side of the plugin works ok: my .bazelproject is parsed and the project is synced. As the "Client" side is not loaded I am missing the bazel-plugin button that I normally use to re-sync the project.

What's the simplest, easiest way to reproduce this bug? Please provide a minimal example if possible.
- Build the latest plugin from master for Clion
- Install the latest EAP Clion 2025.2 version on Windows
- Use Clion to connect to a WSL or SSH remote development location
- Install the plugin from disk in the "Host".

Note 1: I tried to update the depends tag in clwb.xml from com.intellij.modules.clion to com.intellij.clion as descibed in the page:
https://plugins.jetbrains.com/docs/intellij/clion.html#pluginxml. In this case Clion would complain that the dependency com.intellij.clion could not be found.
Note 2: This issue could also be a problem introduced in Clion EAP itself. I have not reported the problem to Jetbrains at the moment.
