How is blazegraph configured?

The Configuring blazegraph wiki page mentions .properties files, but how does one for example change the host and port number, change where data is stored, index frequency and such stuff? Where does one put the config file and/or define where the config file will be read from?

I'm not a java developer, so these things are foreign to me.
