if what you mean is that you want a keybind to invoke the wallpaper picker module from the terminal directly bypassing the launcher? Then no.

from the terminal, you can use commands like caelestia wallpaper to manage wallpapers via CLI, but you need the full shell active to access the visual launcher module interactively and from there the picker

with the shell running, you can probably create a one step keybinding /command to directly open the wallpaper picker module via the launcher by using the shell's IPC commands

caelestia shell -s

Sorry to disturb, Is there a way to use a gif as wallpaper. I tried to just use a gif file but the wallpaper is still a frozen image and not animates ?

I aslo don't fully understand if caelestia uses hyprpaper under the hood or it's its own thing
