Create Python script to populate repo with labels

In the script I use to generate example repositories for GitHub skill-ups I have automated the process of populating a repository with these labels (first deleting GitHub's default labels, then adding our own).

@maneesha please take a look at that and let me know what questions I can answer to help you create a script we could link to from the handbook to help community members make use of our label set.

Thanks @tobyhodges I will take a look at this.
The intent is that lesson developers will run the script themselves, correct? That is, we only provide the script. We don't manage any services or automations to run the script on new repos.

That's right. I believe the labels are added automatically to new lessons created from our two template repositories.
