Feature request: post updated list of packages and L2 assignments

Currently, the bot posts the list of which packages are modified and which L2 areas are assigned to review them only when the PR is created (really when it passes the automatic code formatting). If a PR is updated with new packages modified, it will tag the reviewers for those packages, but will not post an updated list showing the package -> L2 correspondence. Posting this updated list would be useful especially for newly-appointed L2 reviewers. Example PR: cms-sw/cmssw#47846
