Add Openstack Cinder service

The Block Storage service Cinder is a pretty central element of an OpenStack cluster. It is also adviced to be installed in the minimal setup guide of OpenStack: https://docs.openstack.org/install-guide/openstack-services.html

I would also appreciate a cinder and Manila module. This would enable a pretty simple deployment with separate Storage/Compute/Controller
