reapply() and reforecast() methods in Python

These methods reapply ADAM to the data taking the uncertainty about the parameter estimates into account. This should be implemented as ADAM methods, based on functions in this file: https://github.com/config-i1/smooth/blob/master/R/reapply.R

This can only be done after issue #354 is closed.
