Clang Initiative - Human-agentic workflow

• Integrate AI backend with the Clang repository (GitHub App to monitor issues, PRs, and comments)
• Set up GitHub App orchestration to dispatch work to AI coding models and post responses as PRs/comments
• Implement context management for AI patch generation (issue specs, relevant Clang source files, review history, LLVM coding standards)
• Configure AI backend service to generate candidate patches, produce test cases, and handle review feedback cycles
• Coordinate with Sam on cloud build infrastructure requirements for near-instant Clang compilation feedback
• Set up conversation state tracking across review cycles so the AI can respond to reviewer feedback iteratively
• Ensure the GitHub App operates as a contributor within the standard GitHub workflow (no special interfaces)
