LGPL violation from a other app to scuba license.

I'm a student that it is reverse engineering a popular app in Italy. During my activities I found that this app violate SCUBA LGPL license.
So I want you to ask the source code of this app and enforce the copyleft.

This is just a github import of the scuba codebase. Original project (and owner) is at https://scuba.sourceforge.net/

I hadn't found the contacts of developers/maintainers or of the project, and the repository don't have a bugs/issue section.
