feat: provide custom gh action runners for Windows

• create custom gh actions runner for windows
• run directly on bare metal or VM with nested virtualization
• enable hyper-v
• call webhook before windows runner usage (webhook triggers WOL)
• provide a secured http endpoint for WOL webhook
