`cylc play --pause` unpauses a paused workflow

Description

Play and pause a workflow.

run cylc play --pause <workflow> and the workflow will unpause.

Expected Behaviour

Running cylc play --pause on a paused workflow should either

1. Do nothing.
2. Do nothing and give the user a warning.
