Add "Hello World" Quickstart for Dapr Agent

We need a simple "Hello World" quickstart for the Dapr Agents.
It should demonstrate a minimal example of using a Durable Agent and replace the inline example in Dapr Agents Getting started docs

This will help users quickly test and understand Dapr Agents, and continue with the remaining quickstarts in dapr-agents repo.
