Add support for pandas 3.0.0

Hi there,

Right now you have a pin for pandas so that it gets <2.4.0 and pandas released 3.0.0 on Jan 21st.

Can you please look into supporting v3?

I was looking into supporting pandas 3.0.0 on Ibis, and the first thing I had to do was comment out the databricks-sql-connector dependency. FWIW this package seems to be the only connector we support (across 20+ backends) that actively disallows pandas 3.0.0.
