we should not check rbac on env level in base deployment template and cmcs view and 1st time drafted changes not getting applied in cm or cs

👟 Reproduction steps

1. create a base cm
2. not create a cd in any env
3. now enable protection in that env
4. now do some changes in env level and click propose and draft changes
5. after approver approves the approval data is not applied

👍 Expected behavior

Approval data mnust be applied as soon as approver approves the data

👎 Actual Behavior

Approval data is not getting applied as soon as approver approves the data
