Will it be available on PyPi?

I'm using this package and so far it's working with no problem.
Why it's not available on PyPi ?

it will speed up the process of pip install -r requirements.txt much faster.

This project is pretty old. I don't think anyone supports it anymore. If you'd like to update the setup.py file, I can submit it to PyPI.
