Spec not up to date with April 2.111 release

The spec on the website used to get updated after dlang.org/pulls were merged. (E.g. PlacementNew is missing here but is in git master). Not sure if the policy has changed or an automatic process has stopped working. If intentional, is there a prerelease version online like for Phobos?

In fact PlacementNew was in 2.111 released in April, so there seems to be a long-standing issue with the spec on the website.
