REGRESSION INFO: This is a new feature changes from 10.0 RC1

INSTALL STEPS:

1. Clean Win11 x64 ENU machine
2. Download the .NET SDK 10.0 RTM from coherent build

Repro Steps

1. Install the SDK via double click

Actual Result
The installer's icon is the old MSI icon.
File explorer:

Programs and Features:

Expect Result
The installer's icon should be the .NET icon.
When the mouse hovers over the installer.

The SDK icon is the .NET icon in Programs list when the sdk is installed from VS.

Note:

1. This issue also repro on ASP.NET Runtime and Hosting bundle installer.
2. This issue also repro on the .NET SDK 10.0 RC2 and RC1 installers.

That icon comes from the bootstrapper, which is supplied by WiX. See my comments dotnet/aspnetcore#64114

To fully mitigate this, we need to built a custom BA as the icon doesn't overwrite the resources in the wixstdba as it's prebuilt by WiX

@joeloff I assume we have no plans to build a custom BA so I moved this to the backlog.
