[FEATURE REQUEST]: Docker images for runtime, interactive and dev

This request/issue is used to track higher-level activities related to the docker images.

The plan is to provide three different kinds of docker images.

• runtime (Initial runtime docker image files #707): Contains a .NET for Apache Spark environment ready to use
• dev (Dev docker image #708): Contains the full .NET for Apache Spark source tree and the compiler tool-chain.
• interactive (Interactive docker image #709): Allows to run .NET for Apache Spark in an interactive Jupyter notebook

Outstanding activities:

• Update references to Microsoft Container Registry once available
• Add README.md fo provide a generic overview of the images available and link to the more specific README.md files.
• Create a azure test pipeline for the different images
• Binder integration for the interactive image
