Move hardcoded message strings to localized strings

Any Verbose or throw messages should be localized.

$script:localizedData = Get-LocalizedData -DefaultUICulture 'en-US' will need to be added to the start of each module to import the strings for use.

Is this really necessary? I don't know of a single DSC resource that offers a language setting other than en-US. The effort involved in localisation only makes sense if we support other language settings.

I'm for the discussion, most other resources implement localized strings and it does make it easier to test that the correct error and message has been thrown.
