EXI: When no other devices are verified, don't offer "Use another device" for verification #4190

Steps to reproduce
- Log out everywhere.
- Login with EW but do not verify your device.
- Login with EXI, on the "Confirm your identity" screen click "Use another device" and follow the process.
Outcome
What did you expect?
Not to have the option "Use another device" if there are no verified devices available.
What happened instead?
It was possible to use "Use another device" and the verification process went as "business as usual", and at the very end it even says verification successful. Except that there is no Done button, so you can't get anywhere from this screen.
Note: EXA has the same issue, the difference is that it gets stuck on the emoji screen. EW does not have this bug, e.g. it does not offer to use another device if there is no verified device.
