Remove deprecated format trait on RangeEditor / implementations #1704
Description
In PR #1684 the format trait on the traitsui.editors.RangeEditor EditoryFactory, and the toolkit specific implementations of the editor has been deprecated. This trait should be removed in the upcoming 8.0 major release
