Call artifacts

We would ideally store the following artifacts per call:

• Agenda (currently GitHub Issue)
• Recording (currently Zoom/YouTube/ECH Institute X live stream & podcast)
• Raw transcript
• Raw chat log
• AI improved transcript
• Threaded chat log
• Moderator summary of decisions & action items
• Links to documents/presentations shared on the call

https://github.com/ethereum/pm was previously the home of call artifacts. We would ideally store all artifacts in one location, so that they are available forever.

the pm repo is still where i'd like to store some, if not all of this. part of the forkcast process relies on the a script that i have in a local branch of the pm repo. one of our TODOs is agreeing on a data format for storing the data in that repo, then automating what can be. i just didnt want to have that be a blocker for forkcast exploring the calls feature. will update here when there's something worth updating.
