New eth_getCapabilities method

With an increasing number of db indexes it becomes harder to tell what queries the node is able to fulfil. I propose adding a eth_getCapabilities method which can return the following data:

• Range of tx hashes it maintains
• Range of logs it maintains
• Range of history it maintains
• Range of state it maintains
• Range of trie node history it maintains
