Update EIP-2537 tests for prague

There have been changes to EIP-2537 gas pricing which have been included in in devnet-5 tests here: https://github.com/ethereum/execution-spec-tests/releases/tag/pectra-devnet-5%40v1.0.0

Can we update to these tests using the test filler?

@winsvega since #1416 has been merged, are the EIP-2537 test cases final in the current develop branch? They are still skipped in geth and do not pass when enabled.

The one in EIP test folder are not updated. I suggest to remove it from there since it is ported to pyspecs prague. Which is not released in this repo.
