Module Event Handler Registration Order Issue #42
Description
OpServ alerts have shown an issue where a JOIN triggering an alert isn't shown in the log channel by mod-snoop, this can be resolved by reworking the event handler function registration system to allow the snoop module to register its function to the head of the list instead of the tail.
