Update Rust bindings

Newer tree-sitter versions generate Rust bindings that expose a `LANGUAGE` constant instead of a `language` function. This way parsers only have to depend on [`tree-sitter-language`](https://docs.rs/tree-sitter-language/latest/tree_sitter_language/) and not the entire tree-sitter crate, which greatly reduces version mismatches.
