How to build and test for WebAssembly

Hi,

I have a couple of wasm-centric patches, in ggml, that I'd like to submit but I'm struggling to even produce a local build with emscripten. Does anyone have any pointers? And, if I get that built, how should it be tested? The CI files don't appear to have anything wasm-specific.
