Unable to find content exclusion feature in copilot free tier

Hi,
I am slightly confused with the set of steps explained in the module "Content Exclusion" module. I tried to follow those steps but could not find the required options to set content exclusions. 
Kindly, make me understand if this feature is available only for business and enterprise editions. Because I am using a free edition of copilot.
