Sometimes the result reference link did not placed if one select High Effort

Description of the bug:

1. Start backend and frontend 2) Select High Effort and do some research.
   you may find result does not have reference result with link.

Actual vs expected behavior:

[instruintn] or [agencyheight] should replace by link
