Regular releases of the osv PyPI package

https://pypi.org/project/osv/ is currently not kept up to date.

We should build some kind of automated release mechanism for this.

This would need to:

• Bump the version at https://github.com/google/osv.dev/blob/master/setup.py
• Trigger https://github.com/google/osv.dev/blob/master/.github/workflows/publish-to-pypi.yaml
