Some NuGet records contain anchor tags

Describe the bug
Some NuGet records contain anchor tags (e.g. <a name="executive-summary"></a>).

To Reproduce

1. Go to GHSA-hh2w-p6rv-4g7w
2. Check the details fields.
3. It contains several empty links that shouldn't be there.

Expected behaviour
These empty links are probably extracted from GHSA and not removed properly. I would expect these links not to be there.

Looks like an issue in our markdown renderer, we might be sanitizing too aggressively here. Github's renderer happly stores renders the <a> links into the html they are publishing.
