Improve visibility of GCP errors #764
Description
Recent breakage in our PyPI Cloud Function due to some unintended public key deletion was not as visible as we'd have liked to facilitate earlier detection.
Possible options:
- formalise responsibility for eyeballing logs week-to-week
- bring the failures closer to our eyeballs (e.g. chat alerting, email alerting, etc)
- something else
