Publish harness mcp in NPM or PyPI to avoid cloning the repo or using docker

Hi, we'd like the harness MCP to be available in NVP or  PyPI  so its easier to start the MCP server


This would allow this MCP to be started with 

```bash

npx or uvx harness/mcp-server
```
