Add an example project for OCI Secret as a Config

OCI Secret as a Config feature does not have an example yet. When it was tested it, failed when used dynamically which is now fixed via helidon-io/helidon#10012. Along with that fix, helidon-io/helidon#10011 was also resolved to allow javax.inject.Provider in ConfigProperty to dynamically retrieve a config value. This issue was created to track down effort in creating such an example as paired with the new fixes.
