Create an example to show case dynamic config values in MP

Helidon supports dynamic configuration value for MP.

There is some description in our documentation : https://helidon.io/docs/latest/mp/config/introduction#_usage

The example must demonstrate how to set up Helidon with proper dependencies and configuration.
