Improve State Validator module

Here is the list of possible improvements:

1. Remove JUnit and provide another API to validate states from different levels (DB, Service)
2. Introduce new reporting capabilities and remove Slack report generation
3. Separate validation capabilities, which can be reused by block nodes in future, from CLI as modules
