This issue is to create the basics of a gRPC client for CLPR.

• code is in the right location
• Once a configurable number of seconds, the gRPC Client attempts to retrieve its own ledger configuration.

Capability Not In Scope For This Issue:

• Checking registered remote ledger configurations for which ledgers to reach out to.
• Ensuring that only 1 or 2 nodes is awakened to make CLPR client connections.
