Protecting clustered components from DoS attack by other parties in the same cluster

This issue pertains to an attack by an adversary that is in the same cluster (shard, consensus) but of another party.
For example:

• a rogue batcher sends too many junk requests via Forward
• a rogue consenter sends too many junk requests via Forward

This a general issue that covered these scenarios.
