Fetch data using multihash or this long f0155....

It would be very nice when I could also fetch data by multihash or at least this long prefixed multihash f0155....

Seems like ipfs.io can do it at least for this long f0155...

This is very helpful, because for one block CIDs (bafk....) the multihash contains the file hash, which could be helpful for verifying on blockchain.

I suspect the issue here is that base16 support is missing and should be easy enough to add back in.

I'm not sure where down the stack is best to handle this. While I get that we don't want to go adding support for every multibase by default base16 seems like an easy one given that it's pretty nice for debugging and the actual base conversion code is covered by standard library hex conversions.
