Restructure

Thinking about the following restructure.

Monorepo with three projects:

• Kotlin project that creates the bulk import json, docker build that creates an elastic instance with that data pre-loaded
• Kotlin project that contains the searching backend - docker build that creates a running instance
• Frontend project - docker build that creates a running instance

Testing docker compose file that links all 3.

Existing search moved to search subdir.
