Build error on x64-mingw-dynamic

Errors using the vcpkg:

• Make Error at scripts/cmake/vcpkg_build_make.cmake:146 (message): libtool could not find a file being linked against!
• error: building libsodium:x64-mingw-dynamic failed with: BUILD_FAILED

On 5.5. with libsodium at version: 1.0.20#3 still gives this error when trying to build with the latest mingw!

Unfortunately, your report doesn't provide enough information to understand or reproduce the issue. The file scripts/cmake/vcpkg_build_make.cmake is not part of this package.

Libsodium is continuously tested in CI to ensure it builds correctly for the MinGW target. Precompiled and regularly updated binary packages are also available at:
https://download.libsodium.org/libsodium/releases/

The current version is 1.0.21. It's possible that something has changed in MinGW, causing older versions of libsodium to fail to compile. If that's the case, please try upgrading to the current stable version.
