Hi community, is there a way to the system send an e-mail when some log was created?

The easiest way would be a record-triggered flow on LogEntry__c, filtered on your desired conditions (ex., Level = X and Scenario = Y), and invokes an email alert.

So the Nebula by default don't have nothing for this scenario?

No, Nebula only sends email on internal package exceptions. You are expected to add automations to Log/LogEntry for your organization, like mentioned above, for your specific needs.
You could submit a feature request, but this feels better done in each org as customization.
